LAUNCHING THE PROJECT “INCREASED ACCOUNTABILITY TO ELIMINATE VIOLENCE AND DISCRIMINATION AGAINST CHILDREN WITH DISABILITIES”

On September 20, 2022, Save the Children cooperated with the Action to the Community Development Institute (ACDC), the Management and Sustainable Development Institute (MSD), and the Vietnam Association for Protection of Child’s Rights (VACR) to organize the kick-off workshop for the project "Increased accountability to eliminate violence and discrimination against children with disabilities” (AVAC) in Hanoi.

The workshop attracted nearly 100 participants both in person and online. Attending the workshop were Ms. Nguyen Thi Nga - Deputy Head of the Department of Child Affairs (under MOLISA), Mr. Luong The Khanh - Standing Vice Chair of VACR, representatives of social organizations, parents/caregivers, and project implementation organizations.

In Vietnam, the increased inequality and wealth gap are one of the major challenges in development and international integration. This has created many difficulties in ensuring and implementing children's rights, especially children with disabilities (CWD). Compared with other vulnerable children, CWD face more difficulties in accessing education, health care, social protection and the opportunity to participate and raise their voices. In addition, there are still many barriers in terms of legal institutions, budget and tools for social organizations to support people with disabilities in general and CWD in particular.

In this context, the AVAC project was launched with the aim of providing necessary interventions to increase children's rights, including CWD and children of different gender identities, to participate in the decision-making process and be protected from all forms of violence. The project, funded by Save the Children Hong Kong with the coordination of Save the Children in Vietnam, was implemented from January 2022 to the end of December 2024 by three partners: Management and Sustainable Development Institute (MSD), Vietnam Association for Protection of Child’s Rights (VACR), and Action to the Community Development Institute (ACDC).

In his remarks at the workshop, Mr. Vuong Dinh Giap, Director of Program Implementation - Save the Children in Vietnam, shared: “Over the past 5 years, Save the Children, along with our strategic partners - ACDC, MSD and VACR, have continuously maintained and implemented communication campaigns and activities to change the awareness and practice of parties related to child protection and non-violent education models. Continuing those efforts, the AVAC project is expected to bring about long-term, sustainable results, strengthen the close cooperation relationship among state agencies, social organizations and businesses to ensure the implementation of children's rights in Vietnam in the future.”

At the workshop, basic information about the project and the implementation plan of key activities were shared with stakeholders. Participants then discussed the responsibilities of parties in ensuring the rights of CWD and joined meaningful activities to show the commitment to cooperate for the the project's ultimate goal.

“I highly appreciate the social supervision and criticism roles of social organizations in ensuring the implementation of children's rights in Vietnam. We believe and hope that social organizations will always accompany state agencies in this matter," shared Ms. Nguyen Thi Nga, Deputy Head of the Department of Child Affairs.

The baseline survey was conducted and completed in early August 2022 with detailed information on the status of beneficiaries before the project's intervention. This will be a springboard for project implementation and a premise towards the implementation of the planned commitments.

Tổ chức Cứu trợ Trẻ em phối hợp với Viện nghiên cứu phát triển cộng đồng (ACDC), Viện Nghiên cứu Quản lý Phát triển Bền vững (MSD), và Hội bảo vệ quyền trẻ em Việt Nam (VACR) tổ chức Hội thảo khởi động Dự án “Phòng chống bạo lực thể chất, tinh thần và phân biệt đối xử đối với trẻ khuyết tật” ngày 20/09/2022 tại Hà Nội.

Hội thảo thu hút gần 100 người tham dự cả trực tiếp và trực tuyến. Tham dự Hội thảo có bà Nguyễn Thị Nga - Phó Cục trưởng Cục Trẻ em (Bộ Lao động, Thương binh và Xã hội), ông Lương Thế Khanh – Phó Chủ tịch Thường trực Hội Bảo vệ quyền trẻ em Việt Nam, đại diện các tổ chức xã hội, đại diện các bậc phụ huynh/người chăm sóc trẻ, cùng các tổ chức thực hiện dự án ACDC, MSD, VACR và Tổ chức Cứu trợ Trẻ em.

Tại Việt Nam, sự gia tăng bất bình đẳng và chênh lệch giàu nghèo là một trong những thách thức lớn trong quá trình phát triển và hội nhập quốc tế. Điều này đã tạo ra nhiều khó khăn trong việc đảm bảo và thực hiện các quyền của trẻ em, đặc biệt là trẻ em khuyết tật. So với các trẻ em dễ bị tổn thương khác, trẻ khuyết tật (TKT) gặp khó khăn nhiều hơn về tiếp cận giáo dục, chăm sóc sức khỏe, bảo trợ xã hội và cơ hội tham gia nêu lên tiếng nói của mình trong xã hội. Bên cạnh đó, việc hỗ trợ TKT còn tồn tại nhiều rào cản về thể chế pháp luật cũng như những thách thức về ngân sách, công cụ cho các tổ chức xã hội làm việc với người khuyết tật (NKT) nói chung và TKT nói riêng.

Trong bối cảnh đó, Dự án “Phòng chống bạo lực thể chất, tinh thần và phân biệt đối xử đối với trẻ khuyết tật” ra đời với mục tiêu cung cấp các biện pháp can thiệp cần thiết để tăng quyền cho trẻ em, bao gồm trẻ em khuyết tật, thuộc các bản dạng giới khác nhau, để trẻ được tham gia vào quá trình ra quyết định và được bảo vệ khỏi mọi hình thức bạo lực. Dự án do Tổ chức Cứu trợ Trẻ em Hồng Kông tài trợ với sự điều phối của Tổ chức Cứu trợ Trẻ em tại Việt Nam, được triển khai từ tháng 01/2022 đến hết tháng 12/2024 bởi ba đối tác: Viện Nghiên cứu Quản lý và Phát triển Bền vững (MSD), Hội Bảo vệ Quyền Trẻ em Việt Nam (VACR); Viện Nghiên cứu Phát triển Cộng đồng (ACDC).

Phát biểu tại Hội thảo khởi động dự án, ông Vương Đình Giáp, Giám đốc Thực hiện Chương trình -Tổ chức Cứu trợ Trẻ em, cho biết: “Trong 5 năm qua, Tổ chức Cứu trợ trẻ em cùng với các đối tác ACDC, MSD và VACR đã liên tục duy trì và triển khai các chiến dịch truyền thông, các hoạt động nhằm thay đổi nhận thức, thực hành của các bên liên quan đối với vấn đề bảo vệ trẻ em và xây dựng các mô hình giáo dục phi bạo lực. Nối tiếp những nỗ lực đó, Dự án “Phòng chống bạo lực tinh thần, thể chất và phân biệt đối xử đối với trẻ khuyết tật” mong muốn mang lại những kết quả lâu dài, bền vững, củng cố mối quan hệ hợp tác chặt chẽ giữa các cơ quan nhà nước, các tổ chức xã hội và khối doanh nghiệp để đồng hành và đảm bảo thực hiện quyền trẻ em tại Việt Nam trong tương lai.”

Tại Hội thảo, các thông tin cơ bản về dự án và kế hoạch triển khai các hoạt động trọng tâm đã được chia sẻ với các bên liên quan. Các đại biểu tham dự sự kiện sau đó đã cùng thảo luận và trao đổi về trách nhiệm của các bên trong việc đảm bảo quyền của trẻ em khuyết tật, cũng như có những hoạt động ý nghĩa thể hiện sự cam kết hợp tác vì mục tiêu cuối cùng của dự án.

“Tôi đánh giá rất cao vai trò giám sát và phản biện xã hội của các tổ chức xã hội liên quan đến đảm bảo việc thực hiện quyền trẻ em tại Việt Nam. Chúng tôi tin tưởng và hy vọng các tổ chức xã hội luôn luôn đồng hành cùng với cơ quan nhà nước bảo đảm thực hiện quyền trẻ em tại Việt Nam,” bà Nguyễn Thị Nga, Phó Cục trưởng Cục Trẻ em chia sẻ.

Khảo sát điều tra cơ bản đã được triển khai và hoàn thành vào đầu tháng 8 năm 2022 với các thông tin chi tiết về thực trạng của các đối tượng hưởng lợi trước can thiệp của dự án. Đây sẽ là bàn đạp cho hoạt động triển khai dự án và là tiền đề hướng tới việc thực hiện các cam kết theo kế hoạch.
